A critical moment for Canadian resilience, security and prosperity: Federal Election 2025 policy brief

Ensuring Canada thrives in the clean energy economy

The April 28, 2025 federal election has coincided with one of the most challenging geopolitical and economic times in Canadian history. Decisions made by the next government will have a critical impact on our ability to weather the current storm, and respond to the ongoing challenges of affordability, well-being and climate change.

In lead-up to the election, the Pembina Institute released this policy brief, outlining the actions Canada’s next government can take to ensure national resilience, security and prosperity in the face of challenging geopolitical and economic times — and in the context of an accelerating global transition to clean energy.

The brief focuses on several key areas:

  • Canadian energy leadership
  • The clean energy transition
  • Healthy and affordable transportation
  • Climate-resilient buildings
  • A healthy workforce

Electrification — including building out our clean electricity grid — is the only overarching policy that simultaneously supports economic prosperity, creates jobs, improves health outcomes, provides affordable energy, reduces carbon emissions, and helps Canadians become more resilient to the economic impacts of trade disputes, and the physical and economic impacts of climate change.
