This report describes a wind farm proposal for a county of Chengde City in Hebei Province. The proposed farm, which would cover an area of about 400 km2, is designed to respond to expected power shortages and concurrently contribute to environmental protection. The proposal is based on detailed research on wind resources measurement, estimated wind capacities, proximity to transportation systems, link to the power grid and environmental benefits. Analysis on financial issues, including investment capital requirements and estimated rates of return, is complemented by CO2 emission reduction analysis.
