As experts in industrial carbon pricing and climate policy, the Pembina Institute would like to formally request inclusion in the engagement workshops on the proposed Technology Innovation and Emissions Reduction (TIER) system to be held the week of July 22, 2019.

The Pembina Institute was founded in Drayton Valley, as a response to the Lodgepole sour gas blowout in 1982. For more than 35 years, we have consistently collaborated with the energy sector, all levels of government, and Albertans from across the political spectrum to find practical solutions for our shared energy issues.

The Pembina Institute has a long history of representing the public interest while working with industry and government to develop strong and fair environmental and climate policies, including being previously involved in the process to develop the previous Carbon Competitiveness Incentive Regulation (CCIR) and collaborating with the oil and gas industry in the development of the Alberta Climate Leadership Plan. We believe it is possible to have a fair and efficient system that both maintains incentives for industry to reduce emissions while also protecting competitiveness, and hope you will take a fair and balanced approach and include the full range of stakeholders to accomplish this.

In the future, as is customary, we would appreciate being included in discussions related to energy and environment issues from your department, and notification of important public policy announcements and proposals.
