The Clean Development Mechanism (CDM) will play a major role in helping Annex 1 countries meet their requirements to reduce greenhouse gases (GHG) during the Kyoto Protocol commitment period of 2008-2012. The CDM also has the potential to play a significant role in financing sustainable development and the establishment of a low-carbon economy in developing countries—helping those without energy services to access clean, sustainable sources of energy, and to realize positive benefits from energy that contribute to the reduction of poverty. This paper outlines the steps that Canada and other industrialized countries must take to improve and use the CDM so that it maximizes sustainable development benefits as well as provide emission reduction credits.
