IISD and the Pembina Institute are beginning a three-year work programme entitled Positioning Canada as a Leader in Clean Energy and Climate Change Action. The initial work is supported by the McCall MacBain Foundation. The first year work programme (2009-2010) has five major elements, each of which is described in this 2-page brief.
