A Fiscal Framework for a Hydrogen Economy

A review of international fiscal policy and program examples and precedents

The purpose of this study was to conduct a comparative analysis of fiscal policies and programs related to hydrogen fuel and fuel cell development. Thus, this paper reviews and summarizes the various fiscal policies and programs that have been implemented in Japan, Germany and the United States.

Through this review, the nature of the policies and programs are evaluated and trends in Japan, Germany and the United States are identified. These international trends are then compared with the trends seen in Canada with regards to fuel cell and hydrogen development.

Finally, gaps in the approach taken by Canadian governments are identified and recommendations are made for further development of the fuel cell and hydrogen fuel economy in Canada.

The study also presents background information on the benefits and barriers to developing a hydrogen and fuel cell economy and presents an overview of the kinds of fiscal policies and programs that have been implemented around the world.
