Blueprint for Conducting Sound Royalty Reform in Alberta sets the bar for reviewing and reforming Alberta's oilsands, oil and natural gas royalties. It describes the Pembina Institutes vision of how such a review should be conducted in a way that is for Albertans and by Albertans. The ultimate objective is to establish a royalty regime that maximizes value to Albertans as owners of the oilsands, oil and natural gas resources in the province.
To accomplish this, the Pembina Institute recommends that a citizen's assembly be held through which Albertans, chosen at random, could become educated on royalty systems and make recommendations on reform for Alberta.
The citizen's assembly would take place in parallel to an expert royalty reform committee as well as other avenues for broad public engagement (for example public hearings or on-line submission forms). An opportunity for youth to engage in the review is also vital as it is the long term wealth of the province that is at stake. Albertans own the oilsands, oil and gas resources in the province. They need to receive maximum value for the development of their resources. The upcoming royalty review needs to be conducted for Albertans, by Albertans in an open, transparent and citizen-driven way.
