The Pembina Institute has analyzed the draft Integrated Resource Plan provided by BC Hydro. Recommendations are made in the areas of scenario planning, Clean Energy Act objectives, conservation, new supply and the Technical Advisory Committee process.
The province of British Columbia is in a period of rapid change, and has been for the last few years. To account for the potential of these fluctuations continuing, BC Hydro should prioritize flexibility in planning for new load and supply options.
