Calgary, AB — In an Energy and Utilities Board hearing that ended yesterday, the Industrial Power Consumers Association of Alberta (IPCAA) attempted to block the proposed expansion of the Southwest Alberta Transmission Line Expansion. This move may effectively delay or stop wind power development in the area.
"Any delay or cancellation of wind power projects will have a significant and negative impact on the economy in Southwestern Alberta. It will also affect the Alberta government's ability to meet its commitment to reduce greenhouse gas emissions," said Jesse Row, Director of the Sustainable Communities Group at the Pembina Institute.
In a letter to the Energy and Utilities Board, dated June 11, 2004, the Municipal District of Pincher Creek stated, "The reinforcement of the Pincher Creek-Lethbridge area transmission system and associated facilities is essential to the future growth of the wind energy industry and the sustainability of our municipality."
IPCAA was asked during the hearing to provide a list of their members, but refused. Consequently, it is not known who the supporters of IPCAA's position are. However, previous to this, Encana Corporation openly identified itself as a member of IPCAA.
In contrast to IPCAA's position, numerous organizations have voiced their support for immediate approval of the transmission line expansion. These include the Pembina Institute, the Municipal District of Pincer Creek, the Municipal District of Willow Creek, the Piikani First Nation, AltaLink, TransAlta, ATCO Power and Canadian Hydro Developers.
"All parties participating in the hearing agree that there is a need for this transmission line expansion," stated Row. "IPCAA, however, is proposing a series of Remedial Action Schemes that will likely delay and possibly even cancel several wind power projects."
AltaLink, one of the transmission companies operating in the area, considers the schemes proposed by IPCAA to be unacceptable for operational and safety reasons.
